Labuan Bajo Flores Tourism Authority (BPOLBF) was established under Presidential Decree No. 32/2018 to accelerate sustainable tourism development in the Labuan Bajo region. With full land management rights over more than 400 hectares in Parapuar, the area is prepared as a long-term eco-luxury destination.

The development approach is structured around phased investment, destination readiness, and a clear spatial narrative so that each cluster can grow without losing the identity of the wider landscape. This allows the area to remain coherent while still offering distinct opportunities for hospitality, leisure, and community-based experiences.

Parapuar is designed to attract investors who value both commercial performance and destination character.
